Bu araştırmanın amacı öğretmenlerin mesleki denetim ve rehberlik konusunda eğitim
müfettişlerinden beklentilerini tespit etmektir. Bu amaca ulaşabilmek için müfettişlerin
rehberlik ve denetim görevleri konusunda öğretmenlerin eleştirileri ve beklentilerinin
neler olduğu tespit edilmeye çalışılmıştır. Nitel araştırma yöntemlerinden olgubilim
desenine göre yürütülen araştırmanın çalışma grubunu üç ayrı ilde görev yapan 64
öğretmen oluşturmaktadır. Veri toplama aracı olarak altı adet açık uçlu sorudan oluşan
yarı yapılandırılmış görüşme formu alan taraması yapılarak hazırlanmış, uzman görüşüne
sunulduktan sonra ön uygulamalar gerçekleştirilmiş, gerekli düzeltmelerden sonra asıl
görüşmeler yapılmıştır. Veriler iki ayrı araştırmacı tarafından içerik analizine tabi
tutulmuş, araştırma bulguları altı ana tema ve bunlara ait alt temalar şeklinde
sunulmuştur. Araştırma sonuçlarında, öğretmenlerin büyük çoğunluğunun denetim
sistemine ve müfettişlere karşı olumsuz tutumu dikkat çekmektedir. Müfettişlerin yapıcı,
uyarıcı ve yol gösterici olmaları gerektiği düşüncesi ile denetim süresinin çok kısa olduğu,
rehberlik boyutunun ihmal edildiği vurgusuyla ön plana çıkmaktadır.

The purpose of this research is to investigate teachers’ supervision and guidance
expectations about province supervisors’. This research was done qualitative technique of
phenomenological design and typical case sampling in order to map the critics and
expectations of teachers about province supervisors’ guidance and supervision practices.
Research group is consisted of 64 teachers who are teaching of three different cities and
they were asked six open ended semi structured comprehensive questions which were
created through with educational experts’ approval following to literature researches.
Data were exposed to content analysis by two independent researchers and findings were
presented as six themes and sub categories. It is concluded that most of the teachers have
negative feelings and attitudes about supervisors and their practices in schools.
Supervisors should adopt the role of guidance and constructive together with the wish of
longer supervision time as a result of the study.
