Bu araştırma; Vatandaşlık ve Demokrasi Eğitimi dersinde yer alan değerlerin öğrenilme düzeylerinin öğrencilerin içinde yaşadığı çevre ile olan ilişkisini öğretmen görüşlerine göre değerlendirmek amacıyla yapılmıştır. Araştırmanın katılımcıları Kars ilinin merkez okullarında, Kağızman ilçesinde ve Kağızman’a ait köylerde bu dersi veren toplam 32 öğretmendendir. Araştırmada nitel araştırma yöntemlerinden bütüncül çoklu durum deseni kullanılmıştır. Katılımcıları belirlemek için ise amaçlı örnekleme yöntemlerinden maksimum çeşitlilik örneklemesi yöntemi kullanılmıştır. Elde edilen veriler daha önceden belirlenmiş temalara göre yorumlandığı için betimsel analiz yöntemi kullanılmıştır. Bulgular öğretmen görüşleri arasında neden-sonuç ilişkisi kurularak yorumlanmıştır. Yapılan değerlendirmelerin ardından bazı önerilerde bulunulmuştur.

The purpose of this research is to determine the relation between learning levels of values in Citizenship and Human Rights course and the role of environment where students live based on the teachers’ perceptions. Participants of the research are selected among teachers who teach this lesson in central schools, district and village schools in Kars. The service zones of schools determined by the Ministry of National Education based on the development level of the schools are considered. Among purposeful sampling methods, maximum variety sampling method is used to reflect individual variety in a small setting. The reason why we chose this sampling method in this study is to detect whether common features are observed in various situations in the targeted area instead of generalizing the findings in the universe through maximum variation sampling. The data are interpreted according to predetermined themes. Therefore descriptive analysis is used for this study. Results were interpreted based on the establishing cause-effect relationship between teachers' views. After the evaluations, some suggestions have been made.
