This article examines the economic problem of the budget deficit, the underlying causes, the prognosis of the State Budget of Ukraine for 2013-2014. Analyzed the preliminary results of the indicative targets of the consolidated budget for 2013 and 2014, the main tasks for the long-term development trends and the relationship with the general macro-and micro-economic indicators of the economy of Ukraine. Reveals the main factors of the budget deficit, as a measure of the imbalance of income and expenses in a market economy.

В данной статье рассматривается экономическая проблема бюджетного дефицита, основные причины, прогноз Государственного бюджета Украины на 2013-2014 годы. Анализируются предварительные итоги индикативных прогнозных показателей сводного бюджета на 2013 и 2014 годы, основные задачи на долгосрочную перспективу, тенденции его развития и взаимосвязь с общими макро и микроэкономическими показателями экономики Украины. Раскрыты основные факторы возникновения бюджетного дефицита, как показателя несбалансированности доходов и расходов в условиях рыночной экономики.
