Yükseköğretime erişim ve yükseköğretimin kalitesi, yükseköğretim sektörünün birbiriyle ilişkili iki temel konusudur. Erişimin artırılması hedefine yönelik olarak üniversitelerin öğrenci kapasitelerinin artırılması ve 2006-2010 döneminde üniversitelerin yurt geneline yaygınlaştırılması sonucunda 2011 yılı itibariyle vakıf ve devlet üniversitelerinin sayısı 165'e yükselmiştir. Erişim sorununun çözümünde önemli ilerleme sağlanmış olmakla birlikte, yükseköğretimin kalitesinin artırılmasında aynı oranda bir ilerleme gerçekleşmemiştir. Yükseköğretim arzının niteliğinin yükseltilmesi, farklılaşma ve ihtisaslaşma politikaları çerçevesinde öğrenci tercihlerine daha duyarlı bir yükseköğretim sisteminin oluşturulması gereği açıktır. Yükseköğretim arzının çeşitlendirilerek sistemde rekabeti sağlamak ve öğrencilerin değişen ihtiyaçlarına cevap vermek üzere üniversitelerin birbirinden farklılaştırılması gereği temel politika dokümanlarında da dikkat çekilen bir husustur. Yeni devlet üniversitelerinin doğru gelişme stratejileri ile yerel, bölgesel ve ulusal kalkınmada önemli bir görev üstleneceği öngörülmektedir.

Access to higher education and the quality of higher education are two main interrelated issues in higher education sector. As a result of increased student numbers in individual universities and nationwide dissemination of universities with the goal of high access rate, the total number of public and non-profit foundation universities has reached to 165 as of 2011. Although the access to the higher education has increased significantly, the quality of higher education has not increased equally. The need for increasing the quality of higher education and establishing a higher education system that is more sensitive to the student choices through differentiation and specialization policies is clear. Basic policy documents on higher education also point out the need for diversification of supply in higher education for providing competitiveness in the system and for differentiation of higher education institutions from one another in order to meet changing needs of students. New public universities, with accurate developmental strategies, are expected to undertake an important task in local, regional and national development.
