DOMESTIC AND FOREIGN EXPERIENCE OF CAREER ADVANCEMENT OF THE STATE CIVIL SERVANTS

В статье рассматривается сущность и особенности проблемы карьерного продвижения государственных служащих в России, а также зарубежный опыт в данной сфере. Авторами приводятся характеристика системы государственной службы и положение чиновников в ряде стран, включая отечественный опыт. В работе также производится сравнительный анализ факторов организации карьерного роста государственных служащих в нашей стране и за рубежом.

In the article the essence and features of the problem of career advancement of civil officers in Russia as well as foreign experience in this sphere are considered. The authors provide the characteristic of the system of public service and the position of officials in a number of countries, including domestic experience. In the work the comparative analysis of factors of the organization of career growth of civil officers in our country and abroad is also made.
